It goes further back than that, all the way to Acts 2:38 &lt;i&gt;"Repent, and be baptized every one of you in the name of Jesus Christ so that your sins may be forgiven; and you will receive the gift of the Holy Spirit"&lt;/i&gt; which clearly promises that all penitent believers who are baptized as an appeal for the forgiveness of sins will receive the Holy Spirit at their baptism.</description>
